New Delhi, Aug 20, 2025: The Union Cabinet on Tuesday approved the construction of a six-lane, 111-km-long access-controlled Capital Region Ring Road (CRRR), also known as the Bhubaneswar Bypass, in Odisha. The project will be developed under the Hybrid Annuity Mode (HAM) with a total capital cost of ₹8,307.74 crore.
Key Route and Connectivity
The ring road will connect Rameshwar with Tangi on the busy Chennai-Kolkata National Highway corridor, which currently faces heavy congestion due to high traffic. The alignment will pass through Khordha, Bhubaneswar, and Cuttack, easing traffic pressure on these urban centers.
Economic and Logistic Benefits
According to a PIB release, the project will deliver multiple benefits by diverting heavy commercial vehicles away from the congested cities of Cuttack, Bhubaneswar, and Khordha. This will:

The road will integrate three major National Highways — NH-55, NH-57, and NH-655 — along with State Highway 65 (SH-65). It will also provide seamless access to critical infrastructure including Khordha Railway Station, Bhubaneswar Airport, and two major ports at Puri and Astrang.
Strategic Importance
The Capital Region Ring Road is expected to significantly boost industrial, trade, and tourism connectivity in Odisha and other eastern states. By improving road infrastructure, the project is set to support the government’s vision of faster logistics, reduced travel time, and improved urban mobility.
