Odisha TEX 2025 Attracts ₹7,808 Cr Investment, Over 53,000 Jobs in Textile Sector

Bhubaneswar, July 26: The first-ever Odisha Textile Summit (Odisha TEX 2025) concluded on a high note in Bhubaneswar on Friday, with the state government securing investment proposals worth ₹7,808 crore. These proposed ventures in the textile and apparel sector are projected to create over 53,300 employment opportunities, marking a significant milestone in Odisha’s industrial growth.

Organised by the Industries Department, the summit witnessed the participation of more than 160 companies, including major players like Sportsking India Ltd, MCPI Pvt Ltd, KPR Mill Ltd, Hindalco, and SCM Garments Pvt Ltd, among others. A total of 33 companies signed Memorandums of Understanding (MoUs) to establish new units in Odisha.

This fresh wave of investment follows the ₹7,002 crore worth of MoUs signed during the Utkarsh Odisha: Make-in-Odisha Conclave 2025 in January, which brought in a cumulative investment commitment of ₹12.89 lakh crore across 16 sectors.

CM Sets Vision for Odisha’s Textile Revolution

Declaring the summit a grand success, Chief Minister Mohan Charan Majhi said that the state is targeting the creation of over one lakh jobs in the textile and apparel sector by 2030, with new textile clusters to be developed in Balangir, Keonjhar, Sambalpur, Jagatsinghpur, Ganjam, and Cuttack.

“This summit is a turning point in our mission to transform Odisha into a textile hub of Eastern India. It will significantly reduce labour migration and empower local communities,” said CM Majhi.

To incentivize investments, the CM highlighted Odisha’s Industrial Policy Resolution 2022 and the Odisha Apparel and Technical Textiles Policy (OATTP) 2022, which offer some of the most attractive packages in the country.

Boosting Incentives & Infrastructure

In a key announcement, employment cost subsidies under OATTP 2022 were revised:

  • For male workers, from ₹5,000 to ₹6,000 per month

  • For female workers, from ₹6,000 to ₹7,000 per month

Two state-of-the-art textile and footwear parks with plug-and-play infrastructure were launched, along with the inauguration of modern workers’ hostels to improve worker living standards.

Fast-Track Development with Policy Push

A dedicated task force under the Industries Department has been formed to oversee and expedite project implementation.

Industries Minister Sampad Chandra Swain said the summit signals the beginning of a new era in Odisha’s textile sector, with global sourcing opportunities under China+1 strategy, fast-track approvals, and a competitive manufacturing environment backed by port connectivity and raw material access.

Handloom, Textiles and Handicrafts Minister Pradeep Bala Samant reaffirmed the dual commitment of the government—promoting modern textile infrastructure while safeguarding Odisha’s rich handloom heritage.

CM Majhi also appealed to citizens to wear Odisha handloom at least once a week to support local artisans and boost rural livelihoods.
